forward email with encryption

Hi all,
We are doing to forward an email with encryption. i.e. when I receive an plain email, I have to forward it to another email with encryption. I have tried the following cases but none of them works.

1. using rule to copy email to another account with encryption option checked.
2. using agent by writing lotusscript with function encryptonsend=true.

Result in both cases.
If the received email is plain, forward email will be plain even encryption function enabled.
If the received email is encrypted, forward email will be encrypted even I try to turn off the encryption feature.

It seems we can't change the property of the original email before forwarding the email. Does anyone can help if I want to do such kind of forwarding?
